Solution
Below I will explain two different ways to combat educational inequity. The first is individual change; the second is governmental change.
What Should National Governments Do?

Individual solution.
Don't judge people for going to what society perceives as "lower tier" colleges or vocational education. Everyone should be proud of furthering their education This judgement was especially prevalent in China and its social tiers. By encouraging rather than discouraging various forms of education people will feel less ostracized which would take away a barrier to education for many people.
Governmental solution:
Create a cheap standardized online education system through undergraduate education. The undergraduate system ought to offer transferable credit and respected/recognized degrees in all fields. As of now there are some Massive Open Online Courses that are tuition free, but these do not offer credit (https://educationusa.state.gov/online-learning). For example, one course that I found on mooc.com showed that there is a free course that doesn't offer a certificate and a $189 course with a certificate of competition. This would create a more educated workforce which generally increases a country's output.
